Drawing on over two decades of work across Western water policy, research methodology, and stakeholder engagement, the practice brings a steady hand to moments that require discernment—whether strategic, organizational, or narrative.

ABOUT THE FOUNDER

Marta L. Casper

Principal & Founder, Wayfinder Water Policy Consulting LLC


Marta is an experienced water resources strategist with over two decades of leadership in Western water policy, planning, and stakeholder coordination. She specializes in translating complex hydrologic, legal, and institutional information into actionable insights that support sound decision‑making across regional and interstate contexts.


Wayfinder Water grew out of Marta’s years at Stratecon Inc., where she provided research and analyses for client projects, coordinated multidisciplinary teams, and wrote regularly for—and spearheaded the recent re‑launch of—Water Strategist. She continues to contribute to WS, helping shape conversations across the Western water community.


Her career has centered on basin‑wide policy analysis, high‑quality data‑driven reporting, and collaborative problem‑solving across the Colorado River Basin, Pacific Northwest, and Texas. Known for aligning technical content with strategic priorities, Marta brings clarity and structure to planning documents, regulatory reviews, and long‑range water supply strategies. Her approach is grounded in collaboration, precision, and a deep commitment to advancing resilient, equitable solutions for water management.
